HIRING NON-UNION CITIZENS │ HIGHLY EDUCATED EMPLOYEES EUROPEAN BLUE CARD
The European Blue Card (= H-card) is a work and residence permit for highly skilled workers from outside the EU. With this card, as an entrepreneur, you can attract someone who will work and live in Flanders for at least six months.
It is a different form of the combined permit with extra benefits such as more flexibility and mobility within Europe. This card is specifically intended for highly skilled workers. It also comes with a higher minimum salary requirement.
As an employer, you are responsible for submitting the application.

Minimum wages
For a European Blue Card in Belgium, a foreign employee must earn a minimum gross salary corresponding to 130% of the average gross annual salary in Belgium. In Flanders, the minimum salary (in 2025) was €63,586 per year, but this minimum salary varies by employment category. These stricter conditions ensure that only highly skilled profiles qualify.

Substantive decision
Region decides on work
As soon as the regional service has made a positive decision regarding the admission of employment, this is automatically sent to the competent region.
Immigration Service decides on residence
After a positive decision, this is forwarded to the Immigration Service. After this regional decision, the file is sent to the Immigration Service (DVZ). The Immigration Service decides whether the employee may stay in Belgium.
Upon approval, you as the employer, the embassy, and municipality will be informed by email.
You can follow the application throughout the entire procedure in your eBox.
You will receive the European Blue Card
If an employee is still abroad and has provided a foreign address in their application for a work permit, they must apply for a visa D (= national long-stay visa). This is done at the Belgian embassy or consulate responsible for the country where they reside.
To receive the visa D, the employee must be able to prove the following:
A valid passport
The decision granting the European Blue Card (annex 46 or 47).
The Belgian embassy or consulate will only issue the visa if this decision fully corresponds to what the Immigration Office (DVZ) has communicated.
Possible mentions on the visa:
National mention B34: the employee has received the combined permit.
Mention B29: the employee is a highly qualified worker > European Blue Card.
After arrival in Belgium, the employee must register with the municipality within 10 days. Here, they can then request the combined permit.
Employee registers at the town hall within 10 days
